 You seem to have found the one variant that does not work. ;) "washington
 d.c." works fine, as does "washington dc" and "washington, dc".

 Basically, Nominatim does not know that "d.c." is an abbreviation for the
 [http://nominatim.openstreetmap.org/details.php?place_id=98170241 District
 of Columbia] as there is only "DC" given as reference. It should be a bit
 more clever in handling these optional full stops, might be doable with
 some regex magic in the normalization stage.
