Comment:

 Changing it from minor to major for my use case. We found out that when
 using data in Belgium, the state that get's returned for places is not
 actually the correct state (province in this case). This is because
 Belgium maps it's state property to admin_level 6 instead of the usual
 level 4.

 This is a big deal for us as we want to show the correct state (province)
 in our geocoding.
