Comment:

 Yes you are being blocked for using the API in violation of the usage
 policy:

   http://wiki.openstreetmap.org/wiki/Nominatim_usage_policy

 You will have been given HTTP 429 errors for a while, but if you persist
 and we give you more than 100 of those in a 10 minute period then we
 convert that to an IP block as even issuing HTTP errors incurs a load on
 the servers.
