Don't run the installation on a root account. One wrong turn and
you destroy your system. And you gain nothing permissionwise, as
you just discovered.

What about the file itself? It must be readable by the
postgres user. Try chmod +r /root/nominatim/module/nominatim.so
Oh, and did I mention that you must not run the whole stuff as root?
