[Geocoding] Vagrant support

I mostly run it to test releases but others use it for development.
If it breaks it gets fixed when I notice or somebody opens an issue or
sends a PR. Or sends an email about it. ;)

I lean toward moving the provision scripts in a subdirectory called
vagrant and have one script for each distribution. But there is no
final word on that yet.

They are both operational but the github bug tracker is
preferred. The trac mostly still exists so that OSM mappers
can report bugs even if they do not have (and do not want
to create) the Github account.
