We (mapquest) are starting to see problems with openGTS due to people using
high frequencies and large numbers of vehicles. We are now starting to
block people who are abusing the service in extreme cases to preserve
access for others.

If you keep your usage 'sensible' you should be fine but the free service
is provided on a best effort basis.
