Comment:

 That works as expected. Nominatim simply refuses to update the search
 index for every object in areas as large as the Loire-Atlantique. It would
 be too expensive. I've manually updated the Nantes relation now and you
 can see that it works:
 http://nominatim.openstreetmap.org/search.php?q=+Nantes%2C+Loire-
 Inférieure
 All the other objects will sort themselves out with time.
