[Geocoding] For Register as Licence User

Respected,

I'm using openstreetmap API web service for the reverse geocodding to
retrieve address from given latlong but I'm getting error when i sent
request from my software using HTTPWebRequest.
*Response error : "Unable to connect to the remote server".*

So, I just want to know that if i'm going with licence version then how
much cost i have to be pay. Please assist me as soon as possible
