[Geocoding] Questions about our using API search (French digital National Library)

Hello,

I' m working for BnF (French National Library) for the digital library 
project : https://gallica.bnf.fr/

We are using your API nominatim to geocode our digital documents with GPS 
data. (search service, e.g. : 
https://nominatim.openstreetmap.org/search?format=xml&polygon=1&addressdetails=1&limit=1&q=
)
Our goal is to put on a GPS map the location of all our digitalised 
heritage documents.

After one week of our process, we have been blacklisted according your 
term of uses ( our IP : 194.199.4.0 (/24) ).

We also tried the local solution (
http://nominatim.org/release-docs/latest/) but we miss all your updates 
and it's maybe difficult for us to maintain this solution.


In fact we need two different uses : 

   - 1) managing all our old documents (huge volumm : approximately 1.5 
millions queries)

   - 2) managing new documents : approximately  50 000 to 100 000 queries 
per year


We have some questions :

Have you suggestions for SAAS solution like partnership with BnF, prices 
deal, other ?

Perhaps we can participate to the community ? (for example we have the 
project to re-use the spacetime application  (http://spacetime.nypl.org/) 
to modify and moderate the geocoding for old places...)
