[GraphHopper] Germany Routing only partially

Strangely, there wasn't an oberpfalz folder, but deleting the Germany one and rebuilding it (which took as much time as the first time) solved the problem, now Graphhopper shows a rectangle around Germany and finds (almost) all points... Thanks.
