Hi Daniel

Have you had a look at 
https://wiki.openstreetmap.org/wiki/Google_Summer_of_Code/2023? It 
covers most of the points you are asking.

For the project in question a reasonable knowledge of Java and more 
important of how OSM and in particular how editing with JOSM works would 
be important.
