Hi Andrew,

what you are intersted in is called "routing software". We have a
project suggestion for the valhalla router this year. I suggest you have
a look at that software. The suggested idea is not directly related to
what you want to do but it will give you an opportunity to learn about
how routers work, which is the basis for realising your ideas.
