[Historic] Minor Historical OSM sandbox update

Hi all -
Just wanted to let you know that I'm slowly making progress here...
it's definitely not ready for production use, but it's getting closer.
And... it's going to be much slower than the production
openstreetmap.orgenvironment, at least for a little while.

There's a fork of the openstreetmap-website at
https://github.com/GWHAThistory/hosm
Please feel free to file issues there.

And the dev instance is at: http://hosm.gwhat.org:3000

Current issues (that I think are high pri):
- Account creation confirmation URL (sent out in email) isn't working
- Set up rails server as a service (etc/init.d...)
- No shoreline / watershed data yet
- Need to set up a tile server so that the experience is fun...

Please feel free to start adding issues to github. I'll get more info up
when we get the tileserver running. I'm also happy to set up admin / dev
accounts for anyone interested in pitching in.
