[Historic] 2nd Minor HO sandbox update

Apologies for any confusion after the last mail. My on-the-job-training as
a sysadmin is providing plenty of opportunities for learning. : ) Thanks
for your patience!

Updates:
- Site is now in "production" mode - http://hosm.gwhat.org (please discard
the :3000 url...)
- Account signup is now working

Next steps:
- Tile Server (I hope to have this done today... stay tuned)
