[Historic] Skeleton OSM-H wiki up

FYI - The OSM Historic section of the wiki is very roughly stubbed out:

Please edit away in & add areas you feel are of interest.

Not sure if OSM Historic is the right name, but it seems fairly descriptive
and benign. That said, now is a good time to change it, if we're going to.
Please reply with any suggestions. : )

The Rails Port installation instructions have been updated, so the set up
of a historic sandbox is a little closer. Hope to make more progress this
week.
