[Historic] OHM Server!

Hi

This server will be handling tiles for both OHM, and OSM India (at least).  Since mod_tile is being used for both, there's two ways to handle this on the server.

One would be to have two separate instances of mod_tile, renderd ... could be messy since logs/ports/directories/names/etc would all need to be configurable.
The other would be to implement time awareness in mod_tile a configuration option in renderd.conf, and handle requests slightly differently based on that.

I think the second is the cleanest. The risk is that the experiments in historic osm could cause some instability to regular tile serving. But if mod_tile changes are tested sufficiently before deployment to the server, that should be good enough. Also, once mod_tile/renderd is patched to pass date parameters from the request through to mapnik, most of the experimentation would be in the mapnik xml stylesheets, I'd guess.

To handle stylesheets, I'm thinking about a system relying on github. We can keep Carto/MML, or Mapnik XML, in github. And write a script to pull from github, (generate and) install the XML to the correct places, configure renderd, and restart services. That way, we don't need to require server access for folks to contribute styles.
