[Historic] infrastructure was Temporal Tagging

That's the approach I've taken, but setting up a full dump is a pretty DB
intensive process - e.g. 1.5+TB for the apidb, plus a separate tile cache /
store. That's why I was looking at doing just a shorelines + rivers dump,
which is still ~100GB for the apidb.

The workflow (which could use some serious improvement) I had in my mind
(which could also use some improvement) was something like this:

- take baseline earth with shorelines, rivers, lakes, etc.
- people import current OSM for their region of interest (e.g. part of
Rome, whatever) & strip out what wasn't there during the time period of
interest
or
- people import external datasets for their period of interest
