[OHM] Recent data not rendered on sandbox

Quick diagnosis:

The process generating minutely diffs from the apidb stopped on May 2. Not
sure why.

Someone needs to:
1) run a script to get all the changes since the last update (possibly
regenerate the state info, too).
2) figure out why the cron process for replication stopped or just restart
it

If someone wants to take a stab, please let the list know & go for it! I
don't want to do anything silly that breaks things, so it might not be
fixed until Monday am.
