[OHM] Wikimaps reporting

During the Wikimedia Amsterdam Hackathon we were able to discuss the
Wikimaps environment over several days with a fine group of minds.

The plan covers what we are doing + where we are heading.

1. Presenting historical maps in a web mapping service within the Wikimedia
family. Putting together the toolset and interfaces for that.
2. Working together with OpenStreetMap Historic to find a common way to
model historical geodata.
3. Designing tools to employ the maps in Wikipedia
