[OHM] Is OpenHistoricalMap officially part of OSM Foundation?

the partitioning was kind of inevitable as the list was becoming unwieldy
and there were gui problems developing with some of the editors.
i had a conversation with paul about a week ago and this came up, and
he does have good reasons for doing it.
