What is the French data you are referring to?

I was quite impressed with the crowd-sourcing aspect of the NYPLs 
Building Inspector; somewhere I saw it described as a 'bus stop' app, 
meaning it is easy to dip into, and make use of those moments spent 
waiting for buses or suchlike. And also, these corrections don't only 
correct the data overlaid on the map, but are fed back into making the 
program better at picking out correct polygons.
