[OHM] OHM iD instance 1.8

Test version now live at: openhistoricalmap.github.io/iD/id/

 - 82 historical background maps provided by National Library of Scotland
 - New help section(someone needs to fix my grammar/make sure I'm not crazy
:-P )
 - Start/end date and source fields + related

Known issue:

 - description for end_date is not what we want, iD gets this from TagInfo
that gets it from the Wiki(https://wiki.openstreetmap.org/wiki/Key:end_date),
has no idea what to do about it, iD can't provide a description it seams
and creating or own TagInfo instance is overkill(and would still pick
end_date from the OSM Wiki).
 - At least one of the new backgrounds returns 404 responses...
