[OHM] OpenHistoricalMap github repository

My first thoughts (curious what others think) are:
- The OHM repo should contain:
-- All the tools required to get the OHM instance up and running
-- Other history-specific tools for modifying OHM data, styles, etc.
So, it's not clear to me that this is either of those, but it's not too far
off the second point.
Any other thoughts? (I know that's not definitive!)
