No not exactly!

If you are just worried about losing a building which you have removed from
OSM, then dont worry it is possible to retrieve it from the OSM history.
Storing it in OHM is unnecessary: for instance you can also just save it as
an OSM XML file in JOSM.

Do put it in OHM if you are planning to do something with it (rendered maps
of a town with that building etc), or perhaps if you know a lot of
information about the history of the building, where you can enrich the OSM
data with more historical tags in OHM.

Currently we do not have the wide range of tools present for OSM (see
comment about getting an Overpass instance running in another mail to this
list), and in particular that means techniques for retrieving data are
limited. Thus if you just want to preserve the data, its not necessarily
going to be easier to get it back from OHM than from an XML file stored
locally.
