it wasn't getting pushed very hard. since part of the period
in which it wasn't getting pushed very hard was when i was
president, i'll take some of the responsibility for that.

i have been told that now there turns out to be a need for
some bylaws changes, and bylaws changes always take far
longer than they really should. that's a good reason to find
out what the issues are so we don't repeat them.
