[OHM] Getting OHM up to speed with OHM

For the incorporation, I think there is an urgent need. It's a chicken and
the egg thing. If we wait until we need to have it, it'll be too late.
Plus, it's hard to have discussions with outside parties prior to that.
When I'm asked "who" OHM is, I have to explain that it's just a bunch of
people on a mailing list who run a pretty cool site. In some ways its a
commitment to longer-term sustainability and presence. It was a definite
blocker in my discussions with the NEH at the end of last year. And, it's a
blocker when trying to find an institutional partner. In addition, it's
hard to get any licensing questions answered, as there's a question of who
is the licensor. I think the license=xxx might be a good solution and don't
think it's crazy in the least, but we'll also need to enforce its use in
some way.
Also, if we're going to be using any data imported from OSM (e.g.
coastlines, city stripping, etc.), we'll need to be bound by the ODbL. It's
not clear that the ODbL is at odds with a license=xxx approach, but I don't
want to turn this into a licensing thread. (too late?)
