[OHM] scheduling overpass planet imports

Tim now has OHM set up to generate a new planet every
Sunday. it takes a couple of hours to run. i'd like to set
up a job to update overpass automagically, but that
update will take overpass down for a interval (probably
less than an hour.) since some of us actually have live
stuff using overpass against OHM, i'd like to kick
around the question of what a good time is for a
schedule outage.
