[OHM] Representing the Change in Tag Values over Time

To Whom It May Concern,
I am writing this to expand on what Mr. Welty said and to hopefully
articulate my concern effectively. Through my relatively limited experience
mapping on OHM, I have noticed the need for the ability to represent the
change over time of *every* characteristic of any piece of datum. For
example, it is easy enough to draw separate ways and add the respective
tags to each if over time a road has been moved, but a road that has
run the same stretch for hundreds of years may have had its surface, name,
direction, and any other tag changed. This cannot be solved by the use
of the start_date and end_date tags, as these only apply to the item's
existence as a whole. What is needed is a simple scheme to effectively give
start- and end-dates to the individual tags themselves. I do not find the
use of relations to be a suitable solution to this conundrum, as it seems,
at least on the surface, to be laborious and byzantine. I thank you for
