[OHM] Representing the Change in Tag Values over Time

For example:
highway=track
highway:1900--1950-07=path
highway:1950-07--1985=track
start_date=1900
end_date=1985

It gets complicated (according to rendering a certain date) when the dates
of "path" and "track" overlap due to unknowingness etc. - how do we render
that? But in general I think this is a legit method.
