[OHM] mapping realignments of highways

in the course of mapping the location of Empire Raceways, i now have
some aligned imagery ca. 1952 which clearly shows the road network
at the time, which predates some significant construction projects such
as I 787. so i'm thinking about how we want to represent these things
in OHM. some of the highways are already represented in OSM, but in
somewhat different form representing the different alignments and
different highway designations today.

i will probably end up representing the old alignments with roads
in their entirety irrespective of what's in OSM today. but i thought
i'd ask if anyone had any suggestions on representation of this in
OHM before i did anything.
