[OHM] defunct highway proposals

i want to float this by everyone before i start entering data.
i am currently collecting data on a number of moribund highway
construction proposals for the capital district of new york state.
i would tag them in OHM using the proposal namespace so they aren't
rendered as normal highways, and use start_date and end_date to
indicate the period when the proposal was seriously contemplated.

any concerns or objections?
