[OHM] one way changes over time

one thing that's become clear to me as i work on historical
highway routings is that we need a way to represent the fact
that two way vs one way is something that changes. the original
routings of NY 2 and NY 7 through Troy NY were on two way roads;
when the modern Congress Street Bridge was completed about 1970
many roads in downtown Troy were switched to one way and the
corresponding highway routes were changed accordingly.

perhaps roles on relations are a way to deal with this; i'm using
relations to represent the various routes at different times
already.
