[OHM] News regarding OpenHistoricalMap

Rob,

Thank you so much for your able stewardship and for managing this
transition - and major props to the Wikiwar Heritage Council!

I would be happy to volunteer some of my time toward dev work here, do
let me know if there are any plans for a development sync around the
project.
