this is pretty similar to what i've done to date. my concerns distill
down to two things, really

1) how do we get from this to a complete, "usable", historic map from
this combination of OHM and OSM? that path is not clear to me.

2) how do we recognize change in OSM that may impact what we have mapped
in OHM?
