[OHM] OHM Nominatim prototype - very rough

Hi all -

There's a first instance of Nominatim up and running here for you to play
with:

Still plenty of work to do to integrate it with the site, but I thought it
was exciting enough to post!

Please let us know any feedback on how it works. Clearly, we need to get
slippy maps to pull from OHM and we need to integrate this into the site,
but it's usable now!
