[OHM] OHM affiliation

now that it appears that the situation is settling down, it's
time to bring this up.

over on Slack, Noel, a new OHMer who isn't on this list suggested
we look to affiliate with the Linux Foundation. at about the same
time, Maggie Cawley, ED of OSM US, contacted me to mention that the
US chapter is in the process of setting up an affiliation structure
for projects, and suggesting we look at what they're doing once the
details are fleshed out. currently they're getting the details ironed
out with the TeachOSM project.

any affiliation is going to involve tradeoffs. but there may be
some significant advantages to such a relationship. i plan to
review the Linux Foundation requirements just to get an idea of
what such a framework might look like. others may want to do the
same, so we can talk about it in an organized, informed manner.
i will immediately share the OSM US details here when Maggie
provides me with them.
