[OHM] evolving road classifications & OHM

This is actually going to be an issue in the long run if we can't come to a
consensus. I'm personally not sure how the internal rendering would work
but I would presume that highway=trunk would be an appropriate
classification as it was the *first* classification. My recommendation
(with no internal knowledge whatsoever) is that you should also add
highway=secondary:start_date as the key and then 1938 as the value then
highway=secondary:end_date as the key and whatever as the value.

I've seen situations where the equals sign is used in keys alone and as far
as I can tell, is the easiest way to represent the data, although possibly
there are better solutions.
