[OHM] wiki revamp

a lot of reasons why the wiki needs a revamp right now.

1) entry page is a really dense thing for new users, not really
   well organized for clean introduction

2) a lot of stuff is pretty stale and should be either updated or
done away with to make us not look like a dead project

3) a lot of stuff got misplaced under OHM/ instead of
Open_Historical_Map/ which has caused some comment

i've started into a revamp/reorg. i'm doing this stepwise,
starting by extracting basic info and organizing a cleaner
path for newcomers to the project. the new intro article is
here:

Comments/suggestions are welcome. I'm a finicky, obsessive rewriter
so just because i wrote something doesn't mean it's done. i'm also
a big fan of the refactoring approach to software design, so i'm not
afraid of iterative improvement in public view.

plan of action:

1) continue fleshing out the basics article
2) when it's good enough, pull the intro material from the top
level page and re org the very beginning to put a link to the
basics article up front
3) continue the reorg
