[OHM] We need your input: Licensing Q&A doc for OSMF Legal Working Group

Hi all -

We're putting together a licensing Q&A doc to send to the OSMF Legal
Working Group to get some clarity around questions we’ve all been asking
and to make sure we’re not moving forward under incorrect assumptions.

I’ve tried to cull as many questions as possible out of our Slack and
Discord archives, as well as linking to Hannes Rost’s great use case doc,
but if I’ve missed some or missed the nuance of any questions, my apologies
& please make comments about how it should be changed.
