Hi Susan,

Most of OpenHistoricalMap is actually in the public domain, although 
some legacy contributions are under other licenses that typically 
reqruire attribution. Fortunately, this query [1] shows that none of the 
boundaries in your area of interest are under any specific license, so 
presumably they're in the public domain.

We would appreciate a citation to the OpenHistoricalMap project as a 
courtesy. You can say "OpenHistoricalMap contributors" and include the 
URL <https://www.openhistoricalmap.org/>. [2]
