Hi,

Preliminary work also seems essential to me. It allows a faster
response in case of emergency.
Furthermore, OSM data is not only used in emergency response, but also
for background work.

We already have some material and aerial imagery to do this :
* many roads can be traced from Yahoo lowres or landsat imagery,
* CIA maps are available for some cities, an example for Somalia :
