[HOT] Link to HOT wiki region in Portals section of Main OSM Wiki page

Suggestion:  Add a link to the Portals section of the main Wiki page (http://wiki.openstreetmap.org/wiki/Main_Page) leading to either http://wiki.openstreetmap.org/wiki/Humanitarian_OSM_Team or http://hot.openstreetmap.org/weblog/ .  I would suggest the name for this link would be "Crisis response project" as this would be better understood to the uninitiated than "HOT" or "Humanitarian OSM".  --ceyockey (http://wiki.openstreetmap.org/wiki/User:Ceyockey)
