Hi there, some guys over at the german forums became access to a map of Ruanda by the goverment of the federal state "Rheinland-Pfalz" http://forum.openstreetmap.org/viewtopic.php?pid=184094#p184094 Currently there are just PDFs but maybe we can put it on the german OSM WMS.
