You can download the latest OSM Libya maps for Garmin GPS devices at 
http://labs.geofabrik.de/libya/

Installation instructions are on this wiki page. If the instructions are not 
straight forward, just ask.

Why not download from http://garmin.openstreetmap.nl/ ?  Latest data from Jun 
9.  I just checked and there is only about a 6 minute anticipated delay for a 
country map.
