[HOT] HOT governance tasks, please read!

Hey Mike,

It isn't meant to guilt people=).  Just put yourself in the form.

The idea though is there are some people who we thought might not be
interested (haven't seen them on the mailing list, they don't vote in
the elections, etc).  So it seemed like a good idea to ask.
