[HOT] HOT governance tasks, please read!

I would like to suggest besfort guri to be on the team.
besfort has been learning alot and doing a great job on kosovo. Also
altin u has being doing a great mapping job.
besfort asked me to recommend him for HOT. I hope he can help out.
