If you only need to obtain slices small enough to be handled by JOSM,
you can certainly use http://www.mkgmap.org.uk/page/tile-splitter
specially designed to do such job (OK, not for JOSM but for the
OSM-Garmin converter mkgmap). But the need is the same.
Just try out the best value for --max-nodes=
Think also to increase the memory available for JOSM using some command
line such as
java -Xmx1300M -jar "josm-latest.jar"
