[HOT] Northern Uganda Tracing Exercise / Sprint

Just as I have been about to give some feedback, the two mails from Sam 
and Tim cam in. So I'm not the only one going through this.

But first of all a huge thanks for the tracing guide. This is something 
I really appreciate as it helps a lot to come to some consistent tagging.

On the other hand I also found the tasks rather large. I had one 
assigned by tasking manager which first looked like an easiy one: Mostly 
open spaces, only a few paths and some buildings. But after looking more 
closely I noticed that there were many huts, which take quite some time 
to trace.

After I while I started using the following method in JOSM to trace the 
huts:
- select a finished hut and copy the tags with ctrl-c
- press a and draw a line across the hut
- press shift-o to create the circle
- press ctrl-shift-v to past tags
Although this is rather fast, it still feels somewhat arduous looking at 
the number of huts. Doing buildings with the building_tools plugin is 
much faster. Unfortunatley I'm not familiar with Java, otherwise I would 
probably rather try to create a corresponding plugin myself.

So I also decided to unlock my task again. Afterwards I noticed that the 
changset contained 169 ways - most of the new. I didn't even start to 
trace the landuse save even trees. So I also think the squares might be 
too large, I guess a quarter of the current size would give more 
manageable squares.
