[HOT] Changes to Bylaws and Articles of Amendment

Hi Mike,

At the moment we are trying to define what it means to be a member of
HOT. Nobody is going to be kicked out merely by the board. That said
we need to better define. membership requirements.

As for the cost of membership into the OSMF. Were you aware people can
request to have that waived? Apparently nobody has ever requested it
though. Perhaps some of the mappers in Kosovo should apply for the
waiver.
