[HOT] 1st Activation Working Group meeting report

Hi Sev,

I think we'd have to look at what exactly that would mean for HOT.
The need to be skilled in ArcGIS was in my mind as well as for as
deploying.  Honestly, I don't have the ability to "not too crappy
maps" in ArcGIS.  Also I think this is outside of really what HOT will
be training on.

The other thing to note is when Nicolas and Robert began going to
Haiti in March 2010 I don't believe most people were interested in
training even at that time. The training classes were relatively small
and then began to grow in May and then explode in June of 2010 when
the initial emergency was well over and the long term slow emergencies
were continuing. In the initial response if we were to deploy I think
the need would be more to assist people in utilization of the data and
communicating needs to the greater OpenStreetMap community. But to
support that I think the remote response protocols will need to be
well in place.
